DENVER, COLORADO — April 17, 2025: Gov. Jared Polis signs a bill that adds a “gender” field to Colorado death certificates.

As the 2025 legislative session concludes after 120 days of dedicated work, Representative Junie Joseph, serving House District 10, proudly reflects on a productive term marked by significant legislative achievements. Demonstrating a steadfast commitment to the constituents of House District 10, Representative Joseph successfully sponsored and passed numerous bills addressing critical issues ranging from public safety to social equity.

“This session was about listening, leading, and delivering,” said Representative Joseph. “I’m proud of the work we accomplished alongside colleagues, advocates, and community members. These bills are a reflection of what’s possible when we focus on impact over ideology.”
Legislative Accomplishments:

• HB25-1009 – Vegetative Fuel Mitigation
  Enables fire protection districts to implement programs requiring property owners to remove hazardous vegetation, reducing wildfire risks and enhancing community safety.
• HB25-1030 – Accessibility Standards in Building Codes
  Mandates that local building codes meet or exceed international accessibility standards, ensuring inclusive design in public buildings and facilities.
• HB25-1117 – Vehicle Immobilization Company Regulation
  Strengthens oversight of vehicle immobilization companies by expanding permit requirements and enforcing documentation standards to protect consumers.
• HB25-1153 – Statewide Government Language Access Assessment
  Directs a comprehensive assessment of language access across state departments to improve services for linguistically diverse populations.
• HB25-1159 – Child Support Commission Recommendations
  Implements updates to child support guidelines, including adjustments for low-income families and revised parenting time credits to reflect overnight stays.
• HB25-1175 – Smart Meter Opt-In Program
  Requires utilities to submit a customer communication plan before deploying smart meters, ensuring customers are informed about installation schedules and their rights regarding smart meter installations.
• HB25-1204 – Colorado Indian Child Welfare Act
  Codifies the federal “Indian Child Welfare Act of 1978” into state law, providing additional protections for Indian children and children known to be Indian under state law.
• HB25-1215 – Redistribution of Lottery Fund
  Modifies the distribution of lottery funds, allocating resources to various funds including the outdoor equity fund, public school capital construction assistance fund, and creating new funds for outdoor recreation, economic development and infrastructure.
• HB25-1234 – Utility Consumer Protection
  Enhances consumer protections for utility customers by prohibiting the Department of Human Services from requiring citizenship or immigration status for energy assistance applications and restricting the sharing of such information with federal agencies.
• HB25-1238 – Gun Show Requirements
  Establishes requirements for gun show promoters and vendors, including security plans, liability insurance, age restrictions for attendees, and compliance with firearm delivery waiting periods to enhance public safety.
• HB25-1240 – Protections for Tenants with Housing Subsidies
  Enhances protections for tenants using housing subsidies by requiring landlords to comply with specific notice requirements during eviction proceedings and prohibiting discrimination based on the use of housing assistance.
• HB25-1292 – Transmission Lines in State Highway Rights-of-Way
  Establishes a process allowing transmission developers to co-locate high voltage transmission lines within state highway rights-of-way, facilitating infrastructure development while considering future highway projects.
• HB25-1294 – Court Costs Assessed to Juveniles
  Extends the elimination of certain court costs and fees for juveniles in the justice system, ensuring that financial burdens do not impede rehabilitation efforts.
• SB25-001 – Colorado Voting Rights Act
  Enacts the Colorado Voting Rights Act to prevent voter suppression and dilution, ensuring equitable access to voting and prohibiting discriminatory practices in elections.
• SB25-009 – Recognition of Tribal Court Orders
  Requires state courts to recognize certain tribal court orders, including arrest warrants and commitment orders, fostering cooperation between state and tribal judicial systems.
• SB25-017 – Measures to Support Early Childhood Health
  Establishes the Child Care Health Consultation Program within the Department of Early Childhood to expand access to health consultants and support whole-child well-being in child care settings.
• SB25-026 – Adjusting Certain Tax Expenditures
  Modifies various tax expenditures, including disallowing the income tax credit for unsalable alcohol after December 31, 2025, and reducing the fuel loss deduction allowance from 2% to 1% starting January 1, 2026.
• SB25-027 – Trauma-Informed School Safety Practices
  Requires the Office of School Safety to convene a work group by September 1, 2025, to develop best practices for conducting school safety drills using trauma-informed methods.
• SB25-053 – Protect Wild Bison
  Classifies bison as big game wildlife unless designated as livestock, thereby regulating hunting and conservation efforts to protect wild bison populations.
• SB25-055 – Youth Involvement in Environmental Justice
  Adds youth members to the Environmental Justice Advisory Board and mandates the Colorado Energy Office to develop best practices for clean energy adoption in schools.
• SB25-061 – Federally Recognized Tribes & Construction of Laws
  Establishes that Colorado laws do not apply to federally recognized tribes unless explicitly stated, reinforcing tribal sovereignty and self-governance.
• SB25-129 – Legally Protected Health-Care Activity Protections
  Enhances protections for individuals and entities involved in legally protected health-care activities, including gender-affirming and reproductive care, by limiting out-of-state legal actions and prohibiting the use of public resources to assist such actions.
• SB25-321 – Motor Vehicle Emissions Inspection Facilities
  Creates the Motor Vehicle Emissions Assistance Fund, allocating funds to provide grants for emissions inspection facilities and diverting initial funding from the Community Impact Cash Fund.
