In April of 2024, I left Broomfield for a job in Summit County. I had spent 33 years living on the Front Range, and I was ready to try life in the mountains. For close to a year, I did my nine-to-five at 9,100 feet, in one of the defining regions of the Colorado Gold Rush. I met some wonderful people, and a few people who would have made the most hardened prospector or card shark curl into a ball.

For those who have wondered what mountain life is like, sit down and let me tell you all about it.

The most enjoyable part of life in Summit was how walkable it was. From my apartment in Silverthorne, I could walk to groceries, the post office, the library, and restaurants. This was a far cry from my life in Broomfield, where nothing was within walking distance. Where I lived on the Front Range was a food desert; the closest food was a gas station out by the interstate. A few towns in Summit have these dense, walkable town centers, and I was happy to leave the urban sprawl behind me. 

Summit has an active and healthy press. There is a quality newspaper, the Summit Daily, which can be found on every street corner. I liked living somewhere with a newspaper big enough to cover local issues, and small enough to print wildlife photos from readers. Unlike Boulder’s Daily Camera, most of the articles are not AP wire stories. When private equity is draining the blood from local newspapers and picking over the bones, the Summit Daily reminded me how things ought to be.

It was hard to beat the views. I didn’t have to pray for rain to be free of the brown haze that hangs over Denver; every day, the peaks appeared clear and close. I loved staring up at the shadowed walls of Tenmile Canyon. The drive past Green Mountain Reservoir, where the hills open up to flatland, has a peaceful, subtle beauty to it. There was an unusually good leaf season last fall, and the hills outside Frisco were bathed in gold. It didn’t compare with the rugged San Juan Mountains near Durango, or the Sand Dunes of Alamosa, but it was pretty darn good.

I saw bighorn sheep and mountain goats almost every week. I saw golden-haired porcupines waddling fearlessly along the road shoulders. At the turnoff for Peru Creek, where the road gets really hairy, I could always count on seeing a family of deer. I saw hawks riding thermals, and a herd of three dozen elk in the moonlight at Beaver Creek Golf Course.

I would tell friends that I lived in a dangerous neighborhood. I wouldn’t want to walk around there at night–because of the moose. After sunset, Summit belongs to the moose. Moose would run ahead of my car on Montezuma Road, go out for family meals in Keystone, or haul themselves dripping wet from a pond after a late-night swim. A moose and its calves once blocked traffic in Breckenridge because even a juvenile moose is over three feet tall and can outrun a human. 

Whatever you do, don’t call the moose “local”; they were imported from Utah and Wyoming in the late 1970s. In Summit, there is a relentless focus on the word “local”, such that even the moose might not qualify. There are Locals in Summit, and “non-locals” who are, at best, tolerated. In the summer of 2024, the Summit Daily ran a front-page story about the sale of a coffee shop in Silverthorne.

The article, in breathless verbiage, related that this was a local coffee shop being purchased by another Local. It was not the new owner’s success in the coffee biz that qualified them, but their localness. I thought this particular shop’s drip coffee was quite good, but I will note that a) I have enjoyed refreshment and a good book in many-a Starbucks, b) Their baristas could be just as aloof as the non-local variety, and c) The locals still treated the shop as an economy workspace, camping with their $3,000 MacBooks for the price of a scone.

I remember the day I started to realize how deep this Local supremacy went. A coworker had asked me for help with log cabin restoration. I immediately suggested Jeremiah Log Homes in Dumont. If anyone knew about log cabin logistics in the Colorado mountains, it’d be them, right? I watched my coworker stare off into space, as if Dumont, west of Idaho Springs, was as far away as Nome or Jakarta. Finally, they replied, “Let’s try to find a place in Summit County.”

The definition of Local is also incredibly narrow. Before moving to Summit, I thought of “mountain people” as a category, whether you lived in Estes Park or Telluride. Boy, was I wrong. In Summit, the “Front Range” means anything east of the Eisenhower Tunnel. If you lived in Georgetown or Idaho Springs, you lived on the Front Range. People from Fairplay were honorary locals because the winters in Park County were harder. Folks from Kremmling in Grand County were also honorary locals, but less so than Fairplayers. I observed that the people who felt strongest about being local were not necessarily people who were born in Summit. Local supremacy was strongest among wealthy people from Texas or Arkansas who had vacationed in Summit for many years before retiring there.

Summit County must account for half of all Cybertruck sales. They were everywhere.

In June of last year, I mentioned to my coworkers that it had been twenty years since the Marvin Heemeyer rampage. In 2004, Heemeyer drove an armored bulldozer through Granby, destroying much of the town. It made the national news, and I can still remember where I was when I heard about it. Granby is one county over, but my boss, a fierce, hardcore Local, had never heard of it. The entire event was news to them. 

On a different day, my boss was talking to me about the Snake River, which runs from A-Basin down into Lake Dillon. I casually mentioned that it wasn’t *the* Snake River, of course.

“What’s that?” asked my boss.

“You know,” I said, “the Snake River in Wyoming and Idaho? It goes through the Teton Range and into the Columbia?” My boss stared back at me. “The river from that Ansel Adams photo?” I continued, “The photo of the Snake River with the Tetons in the background? It’s one of the most famous photographs of all time?” Finally, I brought up the photo on my office computer, the photo that embodies everything remote and wild about the American West. My boss looked at the photo for a moment before giving their assessment: “Huh.”

If Vail was ever mentioned, it was with a sneer of contempt. Vail people were pretenders, stealing attention away from Summit’s superior ski resorts. Beaver Creek was beneath all consideration, and Monarch or Wolf Creek may as well have been on other planets.

In addition to wildlife, Summit is a great place to see income inequality. The inequality is by no means the worst in the world, but I’ve never seen it so pronounced firsthand. There is a very clear distinction between the wealthy who call the shots in Summit and the large underclass who keep things running. In Summit’s public schools, roughly 40% of students identify as Hispanic, and 25% speak Spanish as their first language, but this is not reflected in Summit’s tourism branding. The locals’ sense of identity, divorced from any real demographics, is focused on gold miners, resort builders, and winter sports athletes. 

I remember walking back from a hike in Keystone and finding a makeshift wooden shelter just off the path. These shelters are called “wook nooks”, built up branch-by-branch over the years against the bitter cold. Just across the road from the wook-nook was a string of million-dollar homes, each with its own antler chandelier.

Lastly, Summit can be a lonely place. I had more than one coworker tell me how difficult it was to find friends there. One reason is the high cost of living. It’s so expensive to live in Summit that you spend most of your time working to make rent. In my experience, $1,800 gets you just over 400 square feet of living space. As of this week, gas was $3.33 in Silverthorne, compared to $2.75 in east Boulder County. 

The high cost of living and gas prices are compounded by long commutes. I was fortunate to live close to work, but long drives are taken for granted up there. Here are a few real commutes from people I met in Summit: Acorn Creek to Frisco (19 miles), Georgetown to Dillon (25 miles), Leadville to Dillon (35 miles), Silverthorne to Kremmling (37 miles), Black Hawk to Silverthorne (48 miles). These drives come with whiteout blizzards, black ice, traffic jams, road work, and runaway trucks. Weather, road repairs, and unprepared drivers regularly close the Eisenhower Tunnel, turning I-70 into a parking lot for hours at a time. A 40-hour work week, plus hours of driving every day, leaves very little time for socializing. I found society with a book club in Silver Plume, and late nights playing pool at the Snake River Saloon or the CO Bar in Frisco.

I also lucked out with a co-worker who invited me to join a tabletop roleplaying game. I pretended I was a talking mushroom aboard an insectoid airship, alongside a reincarnated captain, an iron golem, a sentient spider nest, and a demented goblin. I felt blessed for our adventures together. It reaffirmed for me that when relationships are scarce, you value the friendships you do make even more. 

By the end of March, I had moved back to the Front Range, the real Front Range, where you can look west and see fourteeners. You would be amazed how much can fit in a Subaru hatchback. 

The Front Range is my home, and if not for my time in the mountains, I don’t know if I would have learned that. My time as a “local” also taught me: how to clean a shower drain, how to repair a bicycle, how to typeset a book on an IBM Executive, how to take apart and reassemble a bed frame, how to get a box-spring up a narrow staircase, how to apply for a TWIC card, how to play pool, how to think on my feet, how to fill out a DND character sheet, and a smattering of dirty jokes, courtesy of Dee at the Mint Bar & Grill. Most importantly, I learned what Eleanor Roosevelt meant when she said, “No one can make you feel inferior without your consent.” Another story for another time.

And no, I didn’t learn how to ski, or snowboard, or snowshoe that year. Why do you ask?

No one likes to sit in traffic, especially on the weekends, and the elitism that is seen in the sport of skiing is amplified when the anxiety around traffic is added. When looking for tips on online forums, I was met with comments such as, “Please, no one give away the shortcuts,” and “Yeah, no. Why would we want to create more traffic.” While many were protective of their workarounds and shortcuts to get up i-70, the zig-zags across frontage roads and through neighborhoods save very little time and impact the residents of those areas.

Skiing and snowboarding are one of the biggest draws to the state. Approximately 14 million people utilized Colorado mountain resorts during the 2023/2024 season, which was an arid and warm year. With the Farmer’s Almanac predicting a colder and wetter winter, visitation to the mountains could boom. While this would bolster the country’s economy, it would also put more stress on the roads and the existing traffic problem.

Stacia Sellers, the Strategic Communications Lead of Major Projects and Operations at the Colorado Department of Transportation (CDOT), has much to consider when finding shortcuts to the mountains. “It is hard to say what weather conditions will look like on alternate routes. So we know that [Highway] 285 to Highway 9 is a popular detour route for many folks. So the issue with those corridors is that they also have unique terrain and weather conditions, especially as you’re passing over Kenosha Pass into the Fairplay area.”

While shortcuts are not a realistic time saver, there are many ways to make the most of a ski day and reduce time spent stuck on the road.

What is the Deal with Ski Traffic?

Infrastructure

To better understand the problem with ski traffic, it is essential to understand what is happening on the road. Stacia Sellers, the Strategic Communications Lead of Major Projects and Operations at the CDOT, explains, “We have a lot of really great ski resorts. We have a lot of great snow that comes in over the winter season, making it appealing for people to come and visit Colorado. We’ve also seen a huge influx in population, so many folks are moving out here up into the mountains or even in the Denver metro area and are using I-70 to get up to the mountains for a weekend getaway.”

Furthering the problem, Colorado’s winding mountain roads were not built for heavy traffic, with fewer lanes on the interstate than seen in major cities. Additional lane closures due to weather or accidents can cause multiple hours’ worth of delays and further congestion.

Tunnels

The Eisenhower-Johnson Memorial Tunnel (EJMT) is a notable place for traffic delays. If the conditions are better, eastbound and westbound travelers can be backed up for quite a while. Sellers explains, “Eisenhower is a unique piece of infrastructure because you could be driving in sunny conditions on the east side of the tunnel and then head over and then exit on the west side of the tunnel and it’s snowing or vice versa, so that can create some challenges during winter weather events that can cause some traffic.” Sellers goes on to explain that CDOT also practices traffic metering on the west side of the tunnel. “This helps us to prevent an influx of cars from coming into the tunnel and everybody coming to a dead stop.”  With the tunnel being almost two miles long, it can be difficult for emergency vehicles to enter it if it is at a dead stop; the metering, while causing slowdowns on the pass, can prevent a worse disaster inside the tunnel.

Floyd Hill

Another area of notorious slow traffic is Floyd Hill. Located just past Morrison, where north, south, and east traffic combines, the interstate goes from three lanes to just two.  This merging leads to a significant slowdown and congestion as travelers fight to gain a further spot in line. CDOT is well aware of this issue and is working on a solution. Sellers explain, “We are doing an I-70 Floyd Hill project, so we’re going to be straightening out that curve, making the merge from US-6 to I-70 better to help eliminate that bottleneck, so that’s going to increase the flow of traffic.”

Avalanche Mitigation and Plowing

Dealing with winter conditions is a full-time job for CDOT in the winter. Heavy snow, sunbaked slopes, and wind can lead to the need to plow roads and conduct avalanche mitigation. Sellers explains, “We try to get the mitigation done as early in the morning as possible so as not to impact traffic. Of course, Mother Nature always has a mind of its own, so we might have to do mitigation later in the day based on what we’re seeing and what kind of snowfall is happening. Motorists traveling up during mitigation, of course, always encourage folks to practice patience as we do that. Really, for the safety of motorists, the last thing we want to see is a natural slide that we could have prevented.” Mitigation can occur on I-70, as well as Loveland and Berthoud Passes.

Short Cuts

If one chooses to utilize potential shortcuts, it is crucial to have winter supplies and plenty of gas, as amenities will be along the route.

Avoid Peak Hours

According to data from CDOT, traffic has increased by three to five percent in the past decade, with slowdowns starting as early as six in the morning. Traffic also hits a significant peak at four in the afternoon when the resorts close, with travelers spending anywhere from an hour and a half to six hours to make the regular sixty-seven-minute drive from Dillon to C-470.

Adjust your travel time.

With resorts operating at similar times, finding the perfect time to make the drive can feel futile. However, there are options to make the most of the ski day and spend time somewhere besides I-70. Leaving for the slopes earlier or later than the 6:30-9 am window can help avoid sitting in traffic, especially on a day when there is new snow and big crowds.

Ski Uphill

The COVID-19 pandemic forced skiers to get creative, causing a surge in backcountry and in-resort uphill skiing, with twenty-seven percent of skiers and riders reporting increasing their non-lift service skiing since 2019. Many resorts have leaned into this change and created designated uphill skiing areas that can be accessed before the resort opens for the day. Many i-70 resorts offer uphill access with an additional fee, accessible with a season pass or in exchange for a waiver or class. Leaning into the endurance-minded renaissance, many resorts also offer early-morning uphill races to get the blood flowing before a day of work or skiing.

Requirements and access are as follows:

Arapahoe Basin: Skiers and riders can access the mountain outside operating hours with a $29 add-on to an existing pass or a $119 season pass. The mountain also hosts an early morning race series, the Rise and Shine Rando Race, starting at 7 a.m. on Tuesdays.

Aspen Snowmass: For a $69 season pass, uphill athletes get access to the four mountains between 5:30 a.m. and 10:30 p.m. Dogs can even join their human companions on some uphill laps, as long as it is outside operating hours. The resorts also offer the Aspen Snowmass Skimo race series at 5 p.m. at their Buttermilk Resort.

 

 

Breckenridge/ Keystone/ Vail/ Beaver Creek: These resorts advertise similar policies with the same parent company. While they do not charge for an uphill pass, they require uphill users to purchase a parking pass, which cannot be used during operating hours or between 2 am and 6 am. Call (970) 754-1023 before skiing to get a list of open uphill trails and terrain.

Loveland Ski Area

Copper Mountain: Copper Mountain charges $79 for an uphill season pass and offers two sets of uphill routes, one during operating hours and another before/ after the resort opens. Skiers and riders using this pass can be on the trails as late as 10 p.m. and as early as 5 a.m. The Town of Frisco hosts the Mammut Uphill Race Series on Saturday mornings at Copper Mountain.

Eldora: For IKON or Eldora season pass holders, the uphill pass is free; however, it is $99 for someone not purchasing the downhill pass. Similar to Copper Mountain, Eldora offers routes for both before hours (7-9 am) and another for operating hours. Eldora holds a Rise and Grind uphill race series at 7 am on Wednesday mornings.

Loveland: For $50 for an uphill season pass, Loveland allows uphill access from 7 am to 5 pm Monday through Thursday.

Winter Park: Winter Park/ Mary Jane have historically offered uphill options, though their policies are currently under consideration. The resort does offer three moonlit uphill tours during the season.

To avoid heavy traffic, endurance-minded athletes can climb the mountains early or stay late to complete some human-powered laps on quieter slopes.

Support the Local Economy

Garrett Miller, a skier living in Golden, reports that he and his family have alternated between the IKON and Epic for several years. Last year, they primarily skied at Steamboat. With a pre-teen and a teenager; they make it a fun day for the family. “We’ll drive the Steamboat; It takes about two hours and five minutes. We’ll get up (7:35) early, we’ll go to Kremlin, we’ll stop there and get some breakfast, maybe change out of our pajamas and then you can get the Steamboat. Perhaps we get there a little bit later, but we’ll ski till they close and we’ll take our time coming home. Sometimes, if it’s a little earlier, we’ll stop in Silverthorne and get dinner.” With this schedule, Miller explains that he and his family are usually home by 8:30 pm without sitting in traffic following this schedule.

Spending money in the smaller mountain towns can make a massive difference for smaller restaurants, and while it might get one home sooner, it can make the day more enjoyable.

Ski Weekdays: Work from the Mountain

With Wi-Fi available in most mountain base lodges, the work-hard, play-hard mentality can be experienced on the same day. To avoid weekend traffic, you can load up your computer and split the day between hitting the slopes and the keyboard. Some resorts have leaned into this concept, creating co-working spaces. Copper Mountain, Eldora, Steamboat, Winter Park, Vail, and Breckenridge have designated work areas where a skier or rider can take a break from the snow and have a quiet, concentrated workplace.

Sam Bass, the marketing director at Eldora Mountain Resort, speaks to their co-working space, explaining that they might encourage the practice with so many people working remotely and already utilizing the free Wi-Fi. “Adam Kroll was a skier who noticed many people working from the base and offered to start a co-working collective. Everyone meets in a certain part of a lodge to work. It creates a safe space where you can leave your computer for a little bit while you ski, then come back and work.” For many who work from home, this can be a great opportunity to skip out on weekend traffic while meeting other athletes.

Get Environmentally Friendly

When sitting in traffic, it is essential to remember that we are the traffic. The best way to reduce traffic is to minimize the number of cars on the road. Carpooling and existing public transportation are a great place to start.

Carpool

The slopes are filled with weekend skiers, and likely, many are unknowingly neighbors. Diving into a local community to find someone to carpool with is a great way to eliminate one more car on the road. While you might need to pay to leave your vehicle at an RTD Park n Ride, parking at the Eldorado Canyon or the Wooly Mammoth lots is free.

Snowstang/ Pegasus

Snowstang is the bus from the front range/ Denver metro area to the mountains, while Pegasus is the in-town shuttle. Bob Wilson, the Statewide Communications Manager for CDOT, explains, “One bus is not going to remove tons of vehicles, but every little bit helps, especially when you’re in a situation like we are here in this state. Then, in turn, the bus also removes a lot of carbon emissions and greenhouse gasses. Plus, it can make for a relaxing ride.” Wilson goes on to say that the buses have outlets to charge devices and can give a tired passenger a chance to rest after a day of skiing or riding instead of being an unsafe driver.

Snowstang stops at Loveland, Arapaho Basin, Copper Mountain, and Breckenridge and runs most weekends between mid-December and May.

The Winter Park Express

In true old-west spirit, Amtrack also offers the Winter Park Express, a train that runs from Union Station to Winter Park Resort every day of the week. With this system, out-of-town travelers can ride from the airport to the mountain with one transfer, never having to rent a car.

Stay Local

A surefire way to avoid traffic on I-70 is to skip the corridor altogether. Fortunately, Colorado has many options, especially within an hour of Boulder County.

Eldora

Eldora Mountain Resort sits thirty-seven minutes from downtown Boulder, with an option to take a bus and skip the drive. While less expansive than some of the more notable resorts, Eldora is an excellent home mountain for families or laid-back skiers. Bass states, “It is not a production like going to a bigger mountain further west would be coming from the Front Range. You don’t have to worry about traffic, the high costs of gas or parking, or other associated headaches with traveling farther into the mountains. It is also really family friendly.” Bass says that his kids learned to ski at Eldora, and he always felt safe letting them ski independently since it was such a close community.

Eldora is expanding and building a new lodge, Caribou, to allow guests to spread out and enjoy a peaceful day at a local resort.

Cross Country and Backcountry

There is more than one way to climb a mountain; lifts are only sometimes needed. Beyond uphill skiing at a resort, there are also opportunities to learn and grow in the sport of backcountry closer to home. Areas such as James Peak Wilderness, Indian Peaks, Rocky Mountain National Park, and Allenspark are all fantastic places for skiers of all abilities. Before traveling in the backcountry, be sure to take a course in avalanche safety and make a plan to ski safely.

With the state continuing to grow and a cold winter ahead, ski traffic is going nowhere. However, there are ways to avoid spending your weekend alone in your car. With public transportation, creative timing, and leaning into the community, there are opportunities to make the situation better.

After flying 5,000 miles from his home country, Rodrigo Queiroz was excited for his second season working at Keystone Resort when he arrived in late November.

During the 2021-2022 ski season, Queiroz said he saved about $8,000 while working at the Timber Ridge Lodge restaurant in Keystone — money he was able to bring back to his home country of Brazil. But as the 24-year-old looks to the end of his temporary employment with the resort this time around, Queiroz expects that his savings from months of work will “be nothing.”

Queiroz is among several employees of Keystone’s parent company, Vail Resorts, who said they’ve faced challenges securing hours after traveling to work in the United States on a temporary student visa — known as a J-1 — for the 2022-2023 ski season. Students say it’s led to financial burdens as they contend with a high cost of living in Summit County that includes their housing, groceries and transportation.

“It’s been a tough season,” Queiroz said. “We came so far away to work, and we’ve been treated so disrespectfully.”

J-1 students, including Queiroz, told the Summit Daily News that they’ve seen their weekly hours rapidly decline in recent weeks, with one employee scheduled for as little as six hours of work during the week of Jan. 28 to Feb. 3. Some said they feel misled based on the job information they were given before accepting their positions.

In an email response to multiple questions from the Summit Daily, Vail Resorts spokesperson Max Winter stated, “We care deeply about all of our employees — including J-1 students, and we are investing more into our employees this season than ever before.

“With a fully staffed team this year, we recognize that more team members may be seeing variations in their scheduled hours at certain times,” Winter continued, adding, “while it is typical to see a fluctuation of hours in any season, we understand that some employees are frustrated, and we are taking that seriously.”

‘You basically have to pay to work’

When he began working as a back-of-house employee at the Timber Ridge restaurant in December, Queiroz said he was scheduled for 40-hour weeks, but by the middle of the month his hours began to get cut to 32. Then, he hit 24 hours in January.

Copies of Queiroz’s work schedules, which he provided to the Summit Daily, show that for every week since Jan. 28, Queiroz was scheduled for two days — or 16 hours — not including an unpaid break. He said it’s barely enough money to cover his living expenses.

“The money that you get is only to survive,” Queiroz said, “not even that.”

Queiroz said the hours he’s received are far less than what he expected, according to a written job offer that Queiroz provided to the Summit Daily.

The document states that his job title, listed as “food service worker,” has an average of 32 hours per week and five days of work per week. The job offer, which required a signature from Queiroz, signified an agreement between him and the employer, which was listed as “Vail Resorts” on the final page of the document.

Winter, in an email, stated Vail Resorts “does not have employee contracts” with a “guarantee of any certain number of hours.” In a subsequent email, Winter stated the document Queiroz provided “is an offer letter provided to a J-1 student from their sponsor” but added, “it is an authorized offer letter.”

“At Keystone, the average number of hours per week worked for J-1 students this season is consistent with the targeted average,” Winter stated without providing specifics.

Queiroz said at 16 hours per week, he’s receiving far below what he feels is acceptable.

At $20 per hour, Queiroz said he is making about $680 per paycheck. After spending $380 each month on his subsidized employee housing as well as paying for groceries and transportation, Queiroz said he is sometimes left with as little as $20 from his paycheck. He said he’s been looking for a side job to help support him until he returns to Brazil after his employment ends on March 15 — a trip he expects to make with mostly empty pockets.

For Queiroz, the experience has been made even more frustrating given the financial investment he said he made to come to Colorado. Totaling the costs for his J-1 visa application and flight to Denver, which is not covered by the employer, Queiroz estimates he spent about $20,000 in Brazilian currency — nearly $3,900 in U.S. dollars. He still has to pay for his flight home in March.

“You basically have to pay to work,” Queiroz said, adding last season he was at least able to make up the difference — and even build a savings.

‘We don’t have space’

It’s been a similar situation for Andressa Lima, also a 24-year-old J-1 student from Brazil who said she came to work in Keystone to “live the experience of a lifetime.”

Lima said she interviewed in October for a housekeeping job which she was set to begin in early December. But on Nov. 30, Vail Resorts staff told her by email that she’d need to take a different job. In a Dec. 3 email to Lima, which she provided to the Summit Daily, a Vail Resorts recruiter offered her a front-of-house position serving food and drinks at Timber Ridge — a job the recruiter said “will allow you to have a better experience at Keystone Resort and allow you to get more hours.”

Like Queiroz, Lima said she expected at least 32 hours each week based on what was in her job offer. Since working at the restaurant, she’s had closer to 24 hours — not including unpaid breaks. For the past two weeks, it was 16 hours — then 12, respectively, according to copies of Lima’s schedule that she provided to the Summit Daily.

“It’s very difficult because Keystone is very expensive to live,” Lima said. “I need to pay for housing. I need to pay for everything here.”

Lima said when she arrived in Keystone on Dec. 6, she went a week without work after she did not hear back from her manager. She also needed to find housing after Vail Resorts told her in an email in mid-November that there was no employee housing available. Lima said she’d been on a housing waitlist since October.

“They told me, ‘We don’t have space. We don’t have beds. We don’t have housing,’” Lima said.

Without working her first week, Lima said she paid about $400 to stay in a hostel in Silverthorne. She said she eventually found another place to live temporarily before she was approved to live in employee housing in the Sagebrush apartments in Keystone in February.

According to the job offer provided by Queiroz, the employer, listed as Vail Resorts, “provides limited housing” with one to four people per room at a cost $350 to $600 per month as well as a $300 housing deposit. The document did not expand on how much housing was available and a space titled “brief description of housing” was blank.

According to Winter, “J-1 students are required to secure their own housing and affirm via their sponsor agency that they have housing before arriving.” Winter added that Summit County has “the largest employee bed base across our company with nearly 2,000 beds in a variety of different unit types available” but did not provide a response to questions about how many employees, including J-1 students, it had hired this season.

Though her housing has somewhat stabilized, Lima said the initial weeks were chaotic and stressful. Accounting for her J-1 visa and flight to Colorado, Lima estimates she paid about $5,000 to work this ski season. With fewer hours than she hoped for, Lima said she’s “paid a lot of money to survive.”

Issues ‘have been going on for years’

Miguel Angel Martinez Espinola, a 26-year-old from Paraguay currently working at Keystone’s Summit House restaurant, said he paid about $3,500 to work as a J-1 student this season.

While Espinola said he began with 40-hour weeks in early December, his hours have since decreased. For the last week of January and beginning of February, Espinola was scheduled for six hours, the lowest he’s had, according to a copy of his schedule. His first paycheck in February was less than $500, he said.

Espinola said complaints from J-1 students have been raised with Keystone managers, with at least three meetings that have been held between staff members and managers of which he’s aware. But he said it’s felt like he and other employees have been given two options: apply to transfer to another resort or go back home.

“That option is not really an option,” Espinola said of the latter. “For a flight ticket we need to pay, and we don’t have money.”

While he’s frustrated, Espinola said he doesn’t blame his direct managers.

“I know that it’s not our managers’ problem. It’s Vail Resorts’ problem,” he said.

Winter stated Vail Resorts has offered solutions to J-1 employees that “many have opted for.”

Those include “moving to work at another Vail Resorts property, shifting to work in another department at Keystone, taking full-time or part-time work offers at other businesses in town,” Winter stated.

But Yirka Platt, a board member for the Summit County-based immigrant advocacy group Mountain Dreamers, said she feels the treatment of J-1 students has been unacceptable.

“Exploitation is the word to express what these kids are going through,” Platt said, adding that she feels companies see J-1 visa holders as “cheap labor.”

Having worked two seasons as a J-1 student for Vail Resorts between 2008 and 2010, Platt said the issues raised by current employees “have been going on for years.”

Platt said she faced the same problems: low hours that translated to low pay and a struggle with housing stability. At one point she claimed she was working three jobs to sustain herself and living with 10 other J-1 employees in a two-bedroom, one-bath home in Dillon. The realities that face international workers is far from what many are led to believe, Platt said.

“One thing that I find really unfair is when employers hire these young kids, they’re putting this picture that everything is a wonderful, perfect, wonderland … the American dream,” Platt said. “But we see that immigrants continue to suffer in one way or another regardless of their legal status.”

Platt believes companies like Vail Resorts should be more transparent about work hours, available housing and the cost of living when advertising to international workers — especially as the county grapples with those same issues for its own longterm residents.

In an email, Keystone Resort Vice President Chris Sorensen stated the company is “working hard to provide a positive experience for all of our team members and to make sure they are supported and cared for in every way we can.”

But Queiroz said he feels differently.

“It’s not been an ‘epic’ experience, as Vail says,” Queiroz said. “It’s been a nightmare.”

When smoke from a routine pile burn at Keystone billowed into the sky Saturday, May 7, residents could get a sense of the situation from webcams positioned around Keystone Resort. The cameras are intended to inform skiers about weather conditions before they drive up for a day on the slopes, but on Saturday they served a different purpose: curious community members got a closer view of the smokey situation.

Livestreaming devices like Keystone’s webcams could one day become standard equipment for spotting fires before they break loose and spread across the county. The federal government earmarked $10 million for the purchase and placement of real-time monitoring equipment for wildland firefighting as part of the Infrastructure Investment and Jobs Act signed into law Nov. 15, 2021.

The act grants the U.S. Secretary of the Interior and the Secretary of Agriculture, who oversee the U.S. Forest Service, and in turn the Dillon Ranger District, the ability to purchase real-time monitoring equipment like sensors and cameras. Additionally, the act sets aside $20 million for the Forest Service to enter an agreement with the National Oceanic and Atmospheric Administration to use its satellite program for wildfire detection.

The act states the monitoring equipment would be placed in high-risk areas or post-burned areas. Summit County doesn’t have any such equipment yet, although Colorado Department of Transportation cameras along state roads have been used before.

Camera tech is novel in Colorado, according to Wildland Fire Projects Manager Brad Schmidt at the Center of Excellence for Advanced Technology in Aerial Firefighting. The Center of Excellence and U.S. Forest Service only began deploying cameras at fixed sites in 2021, and only a small handful exist across the state as part of a pilot project, he said. California began exploring the technology in the early 2000s and has thousands of cameras positioned across the state, he said. They can be positioned on radio towers and other high vantage points to view as much of the landscape as possible.

The center’s research involves pan-tilt-zoom cameras, capable of turning 360 degrees and zooming in targets miles away. Some companies have explored AI fire detection capabilities — and the Aspen Fire Protection District has been part of such pilot programs — but the technology is new and capable of mistaking smoke for clouds, Schmidt said. When used correctly, however, three or more cameras working together can identify smoke, triangulate the position of a fire and help notify the proper fire protection district.

The main benefit of cameras to fighting wildfires is the ability to have eyes on a fire, Schmidt said. He said with dispatchers receiving several 911 calls that sometimes contain conflicting reports, the ability to see a fire from one’s desk is a huge benefit. It clears up ambiguity.

In the White River National Forest, most detection comes from public reports through 911, ground crews on patrol and scheduled air-reconnaissance, David Boyd said. The U.S. Forest Service will send out patrols when and where it expects a high likelihood of ignition. Incoming lightning storms are one example, Boyd said. Patrols will venture out on foot to a high vantage point or strategic overlook to try and spot smoke. Air-recon teams may support them from manned helicopters and airplanes.

Unfortunately, lightning fires can smolder almost smokeless for days after a storm, Boyd said. Patrols may need to monitor an area for days following a storm.

At the moment, officials with White River National Forest are unaware of plans to add real-time monitoring equipment. Schmidt also did not know when Colorado would implement the technology on a robust scale. More pilot programs are likely, and more kinks need ironing out. The act has no specific timeline, although the funds allotted are slated for the fiscal years 2022 through 2026.
