<p data-pm-slice="1 1 []">I am proud to support Jenn Kaaoush for Boulder County Treasurer.</p>
<p>Jenn is qualified for this job. She has served in the military, worked in diplomacy, managed finances, worked in real estate, and served on the Superior Town Council. But my support for Jenn comes from something more important: I have seen her lead.</p>
<p>After the Marshall Fire, Jenn got to work. She helped fire survivors deal with insurance, cleanup, rebuilding, bureaucracy, and the exhausting financial challenges that followed the disaster. She then used that experience to help other fire-impacted communities, including Maui and California. She also traveled to Washington, D.C., to advocate for changes to the tax code so fire survivors would not be penalized for insurance proceeds needed to rebuild.</p>
<p>I have worked closely with Jenn on the Superior Town Council. She is prepared, tough, persistent, and serious about solving problems. Jenn is not someone who just talks about public service. She shows up, does the work, and gets results.</p>
<p>The Treasurer’s office requires judgment, diligence, transparency, and respect for public dollars. Jenn has those qualities.</p>
<p>Boulder County would be fortunate to have Jenn Kaaoush as Treasurer.</p>

<p>My name is Neal Shah. I serve on the Superior Town Council and am a former Mayor Pro Tem. I am writing in support of Jenn Kaaoush for Boulder County Treasurer.</p>
<p>In the weeks after the Marshall Fire, I was looking for volunteers to help lead the community’s recovery. Jenn was one of the people who stepped forward. She joined a small team that built Superior Rising into a real organization and did the hard, unglamorous work of helping families rebuild. What I did not fully appreciate at the time was that Jenn took on that work before she had even assessed how badly her own home was damaged. She was helping other families navigate their losses while still sorting through her own.</p>
<p>That same period, post-fire settlements were at risk of federal taxation that would have stripped a significant portion of the money families needed to rebuild. Jenn worked directly with members of Congress to help secure the only federal disaster tax bill passed in 2023, protecting hundreds of millions of dollars for Boulder County families. She also helped residents work through FEMA, SBA, insurance, and rebuilding processes that were overwhelming for many.</p>
<p>Her qualifications for the Treasurer’s office are substantive. Jenn is a fourth-generation Army veteran and former U.S. diplomat who led department operations in conflict zones. She has more than twenty years of managing complex financial systems, multi-million-dollar operating budgets, and teams in environments where precision and accountability are required. She currently serves on the Superior Town Council and its Finance Committee.</p>
<p>Jenn has already protected significant public resources for Boulder County families. I trust her to continue that work, and I ask you to support her candidacy.</p>

Street Wise Arts has produced seven successful mural festivals and installed more than 170 murals in Boulder County. This partnership with the Town of Superior creates a new and impactful mural festival uniquely designed for the Superior community.</p>
<p dir="ltr"><span data-removefontsize="true" data-originalcomputedfontsize="16">“Superior’s vibrant community and active public spaces represent everything we look for in a partner,” says Leah Brenner Clack, Founder and Executive Director of Street Wise Arts. “We look forward to working alongside the Town to celebrate its unique character through world-class public art that neighbors can enjoy for years to come.”</span></p>
<p dir="ltr"><span data-removefontsize="true" data-originalcomputedfontsize="16">The Superior Mural Festival presented by Street Wise Arts aims to activate the Town of Superior’s public spaces, foster community pride, and support local artists. Street Wise Arts collaborated with Superior’s Cultural Arts and Public Spaces Advisory Committee (CAPS) to select a variety of walls for the festival. The walls vary in size from small to large, which will contribute to a robust and impactful first year mural festival and provide opportunities for artists from a variety of career stages. </span></p>

<p dir="ltr"><span data-removefontsize="true" data-originalcomputedfontsize="16">The Town and CAPS selected a theme of nature and regrowth, encouraging artists to consider contemporary, unique, and creative approaches to the theme within their mural designs. The theme celebrates the Town’s unparalleled connections with nature through its 630 acres of parks, green space, and open space and 35 miles of trails. Additionally, it offers opportunities for reflection as the Town continues to expand and define its cultural identity. </span></p>
<p dir="ltr"><span data-removefontsize="true" data-originalcomputedfontsize="16">“Downtown Superior is evolving, and this is exactly the kind of energy we want to build—creative, public, and something people can be part of,” says Mark Lacis, Mayor of the Town of Superior. The </span><span data-removefontsize="true" data-originalcomputedfontsize="16">Superior Mural Festival presented by Street Wise Arts will headquarter itself at the Superior Civic Space, located in the heart of Downtown Superior and surrounded by the festival walls. </span></p>
<p dir="ltr"><span data-removefontsize="true" data-originalcomputedfontsize="16">In addition to the live mural installation, the festival will offer free public programming, including an exhibition of artworks by the artist lineup, artist panel discussion, mural walking tours, and art education workshops. These programs offer community members the ability to connect with and get to know their neighbors as well as the local artists creating murals during the festival. The Superior Mural Festival will take place in conjunction with the annual Fall Festival, which brings a variety of vendors and live music to Downtown Superior.</span></p>

<p><strong>Broomfield, CO</strong> &#8211; <strong>May 14, 2026</strong> &#8211; Yesterday, the Northwest Parkway hosted its annual Open Tour, giving invited community guests an inside look at the operations behind a key connection in the Denver metro area beltway.</p>
<p>The Parkway’s Open Tour is one of many happening across the globe this month, sponsored by its parent company, VINCI Highways. Beyond Broomfield, Open Tour events took place from Greece to Colombia.</p>
<p>During the tour on May 13, guests moved through several areas of operations: a behind-the-scenes look at how Northwest Parkway maintains safe roadways, a live demonstration by the North Metro Fire Rescue District, and a tour of the Parkway’s underground museum.</p>
<p>In the maintenance yard, the Parkway crew discussed snowplows, road safety, and protocols for handling maintenance, obstacles, and tolling.</p>
<p>Located right next door, North Metro Fire’s team gave visitors an overview of their process for putting out electric vehicle fires. They led a live demonstration utilizing a specially designed fire blanket donated by the Northwest Parkway. Finally, the group moved to the administrative building alongside the Parkway to meet customer service staff for a behind-the-scenes view of the technology they use to assist customers with their toll accounts, before the group went underground to visit the tollway museum, located in a tunnel directly underneath the Parkway’s well-known gantry. The museum boasts a variety of memorabilia spanning decades from toll operations across the country, and includes hidden gems from the Parkway’s own history since its groundbreaking in 2001.</p>

<p>Open Tour is an annual event organized by VINCI Highways across its global network of roads and infrastructure. This year marked only the second time the initiative has taken place, and the first time Northwest Parkway has opened its doors as part of it. <p><strong>Boulder County Water Providers Call for Conservation as Dry Conditions Continue</strong></p>
<p><em>While each community&#8217;s water situation is unique, the call to conserve is countywide</em></p>
<p>BOULDER, Colo. – Record hot temperatures and low winter snowfall have led to drought conditions across Boulder County and beyond. These conditions result in less water available in rivers and higher overall water demands, affecting both water supplies and ecosystems. In response to these challenging conditions, Boulder County water providers are joining together to promote community conservation efforts across the region.</p>
<p>“Drought conditions do not stop at municipal boundaries,” said City of Boulder Utilities Department Director Joe Taddeucci. “We are much stronger when we work together. Uniting with water providers across the county is a powerful way to send a clear, consistent message that water conservation is critical.”</p>
<p>Water providers carefully plan for long-term sustainable water supplies and prepare for drought. The response to dry conditions may vary between communities because each relies on different water supplies and has different water demands. This is why some communities enact mandatory drought restrictions, whereas other communities do not, even while experiencing the same regional dry conditions. While recommendations and rules during this time may differ across water providers, water conservation is an important tool to support water supply resiliency for all communities.</p>
<p>“Each community responds to drought in a way that reflects its unique water supplies and storage strategies,” said Town of Erie Utilities Director Todd Fessenden. “While actions may look different from one community to another, we all share the same goal of using water wisely and protecting our long-term water supply.”</p>
<p>“Increased conservation now is the most effective tool we have to make our communities more resilient for future dry years. Outdoor water use makes up a large share of summer demand, so reducing lawn and landscape watering can make the biggest difference,” said City of Longmont Water Conservation Specialist Hope Bartlett.</p>
<p>As temperatures rise, Boulder County water providers recommend community members conserve water by:</p>
<ul>
<li>Knowing your local watering rules and recommendations.</li>
<li>Taking advantage of water-saving incentives, including rebates offered by your water provider.</li>
<li>Checking indoor fixtures and sprinkler systems for leaks and making repairs right away.</li>

<p data-pm-slice="1 1 []"><strong>$6 million in investments will support three <a href="https://www.commfound.org/blog/boulder-county-wildfire-fund-announces-final-distributions/">affordable housing projects</a> prioritizing Marshall Fire Survivors</strong></p>
<p><strong>BOULDER, Colo., February 18, 2026</strong> – <a href="https://www.commfound.org/">Community Foundation Boulder County</a> today announces three investments representing the final distributions from the Boulder County Wildfire Fund.</p>
<p>On December 30, 2021, the Marshall Fire damaged or destroyed over 1,000 homes in southeastern Boulder County, making it the most destructive wildfire in Colorado’s history. Within hours, Community Foundation Boulder County created the Boulder County Wildfire Fund to support the immediate, short- and long-term needs of the community. Thanks to over 82,000 donors, the Boulder County Wildfire Fund raised over $43 million dollars, and in partnership with a local volunteer advisory committee, the community foundation took a people-first, trauma-informed approach to the allocation and distribution of funds. Now, just over 4 years after the fire, all funds raised have been distributed.</p>
<p>The final distributions totaling $6 million will support three affordable housing and homeownership initiatives managed by Impact Development Fund, Pennrose, LLC and Flatirons Habitat for Humanity. These projects, ranging from single-family homes to a multi-resident senior housing development, will ensure affordable housing options are available for fire survivors to stay in their communities.</p>
<p><strong>$2.5 Million to Impact Development Fund</strong></p>
<p>Impact Development Fund (IDF) and its construction subsidiary, Impact Development Builders (IDB), were awarded $2.5 million to fund their Single-Family Acquisition Rehab (SFAR) program. Through this program, IDB will develop completed single-family homes listed at market appraised values based on comparable homes in the surrounding community. The program is intended to serve households between 100% and 120% of the area median income, with marketing and outreach efforts focused on reaching Marshall Fire Survivors. IDF and IDB have acquired eight single-family residential lots in Superior and plan to begin development in 2026.</p>
<p>“Impact Development Fund is excited to continue our partnership with Community Foundation Boulder County to support families impacted by the Marshall Fire and strengthen the community’s rebuilding efforts,” said Megan Ferguson, chief executive officer of Impact Development Fund. “This grant enabled the purchase of infill lots in Superior, allowing our team to bring together construction expertise and patient capital to deliver high-quality homes made affordable through creative financing options for middle-income families.”</p>
<p>IDB is a team of certified general contractors specializing in single-family construction, with a proven track record of delivering affordable housing across Northern Colorado.</p>

<p><strong>$500,000 to Pennrose, LLC</strong></p>
<p>Pennrose, LLC was awarded $500,000 to fund an affordable housing development providing 50 income- and rent-restricted apartments in downtown Superior. The development—named Kite Route Crossing—will offer affordable housing for individuals and households 55+ who earn between 30% and 70% of the area median income.</p>
<p>“Pennrose is deeply grateful to Community Foundation Boulder County for their investment in affordable housing in Superior,” said Shannon Cox Baker, regional vice president at Pennrose. “By supporting stable, high-quality housing for those most impacted by the Marshall Fire, the community foundation is not only helping rebuild structures, but restoring security, dignity and a renewed sense of home for our community’s elder residents.”</p>
<p>The development will also be designed for maximum fire resiliency using fire-resistant exterior materials, a building-wide sprinkler system, the creation of a protective zone adjacent to the building to provide defensible space and other features going above and beyond the 2021 IEC Code.</p>
<p>Scheduled to be completed in 2027, Kite Route Crossing will be the first income and age-restricted housing community in the Town of Superior and will offer preference for eligible households displaced or impacted by the Marshall Fire.</p>
<p><strong>$3 Million to Flatirons Habitat for Humanity</strong></p>
<p>Flatirons Habitat for Humanity was awarded $3 million to partially fund a $6 million project to build ten permanently affordable homes within the Marshall Fire burn area in Louisville, Colorado. The project is intended to serve families between 30% and 80% of the area median income and to prevent the displacement of teachers, health care workers, service employees, and other members of the community who are at risk of being priced out.</p>
<p>The ten homes will be constructed utilizing BoulderMOD, an innovative modular homebuilding facility run in partnership by the City of Boulder, Flatirons Habitat for Humanity, and the Boulder Valley School District.</p>
<p>“This $3 million commitment from the Community Foundation is truly transformational for our work,” said Dan McColley, executive director for Flatirons Habitat for Humanity. “Two million dollars is a direct investment in building these homes, and another $1 million is a community match. That match is an open door. It’s an invitation for our neighbors, partners, and donors to step in with us and make sure affordability isn’t lost in the wake of the Marshall Fire.”</p>

<p><strong>Recovery Support Program</strong></p>
<p>The previously announced <a href="https://www.commfound.org/blog/boulder-county-wildfire-fund-launches-recovery-support-program-for-marshall-fire-survivors/">Recovery Support Program</a> will continue to provide financial assistance to Marshall Fire-Affected individuals and households across Louisville, Superior and unincorporated Boulder County who continue to face housing instability, unmet needs or property restoration challenges as a direct result of the December 30, 2021, wildfire.</p>
<p>“Recovery from the Marshall Fire is far from over yet,” said Tatiana Hernandez, chief executive officer of Community Foundation Boulder County. “Our support of the community continues through the Recovery Support Program and these investments to create affordable housing options for those seeking a path forward.”</p>

<p><strong>Supporting Boulder County’s Affordable Housing Goals</strong></p>
<p>In addition to meeting the needs of the Marshall Fire-affected community, these projects advance the Regional Housing Partnership’s goal of ensuring 12% of all housing stock is affordable for low-, moderate- and middle-income households by 2035.</p>
<p>“We set an ambitious goal four years ago—to support the rebuilding of over 75% of fire-affected homes,” said Hernandez. “While most have rebuilt and our community has exceeded that goal in record time, we know that some are on a different recovery timeline. We hope these investments will offer a new, affordable option to staying local, including renters seeking to come back to the community.”</p>

<p class="p4"><b><i>Lawsuit Calls for Airport to Stop Causing Unreasonable Health and Safety Risks</i></b></p>
<p class="p5">On March 12, 2024, the Town of Superior (the “Town”) and the Board of County Commissioners for Boulder County (“Boulder County”) filed a lawsuit in the Boulder County District Court to protect their residents from negative and unreasonable health impacts caused by certain operations at the Rocky Mountain Metropolitan Airport (the “Airport”). In the complaint, <a href="https://www.superiorcolorado.gov/home/showdocument?id=23279&amp;t=638458338745053808"><span class="s1">a copy of which can be found here</span></a>, the Town and Boulder County request the Court require Jefferson County, owner and operator of the Airport, to abate the public nuisance stemming from piston-engine aircraft conducting touch-and-go operations at the Airport. The Town and Boulder County are not seeking monetary damages, are not trying to close the Airport, are not trying to limit which aircraft can use the Airport, and are not asking Jefferson County to do anything it is not expressly authorized to do.</p>
<p class="p5">Annual operations at the Airport are largely made up of training flights. According to Jefferson County, in 2023, more than 155,000 operations were “local general aviation” flights which Jefferson County “presumed to be almost entirely training operations.” These training flights are conducted in piston-engine aircraft—the only type of aircraft still using fuel containing lead—which are primarily owned and operated by the four flight schools located at the Airport. A common operation performed during these training flights is a “touch-and-go.” A touch-and-go occurs when an aircraft lands and takes off without coming to a full stop. It is common for a single training flight to include several touch-and-goes. Due to the configuration of the Airport, most of the touch-and-go operations result in piston-engine aircraft flying at full power, low, slow, and loud directly over the Town and Boulder County. The number of touch-and-go operations is especially pronounced in the summer months.</p>
<p class="p5">In recent years, operations at the Airport have continually increased. For example, in 2019 (pre-COVID), 191,533 operations occurred at the Airport. Just four years later, in 2023, 281,806 operations occurred, an over 47% increase in operations compared to 2019. In 2023, there was more than one operation every two minutes <i>for the entire year</i> (24 hours a day, 365 days a year). But as all residents know, these operations are condensed into the daylight hours of summer, leading to multiple overflights each minute during the busiest summer days. Jefferson County expects operations to continue increasing year-over-year and it is actively trying to expand the Airport’s footprint by seeking to build new infrastructure that it estimates would add another approximately 35,000 annual operations. The noise and pollution caused by these operations are felt directly by the Town and Boulder County.</p>
<p class="p5">Combining the high and increasing number of training operations occurring at the Airport with the regularity of touch-and-go operations leads to an unreasonable amount of noise and lead-particulate exposure over the Town and Boulder County. During the summer, piston-engine aircraft touch-and-go operations begin before dawn and continue non-stop throughout the day. Noise data shows that a single touch-and-go operation can be more than 1,000 times louder than ambient noise levels (measured on an A-weighted decibel level). Due to the constant impacts of these operations, residents cannot open their windows, cannot use outdoor spaces, and cannot sleep without interruption. By filing this lawsuit, the Town and Boulder County are demanding that Jefferson County abate this nuisance and stop exposing the Town and Boulder County’s residents to unreasonable health and safety hazards associated with piston-engine aircraft touch-and-go operations.</p>
<p class="p5">Mayor Mark Lacis commented that the Town could not wait any longer to act: “For years, we have asked Superior residents to be patient while we worked with Jefferson County to address the noise and lead pollution coming from RMMA. But now we know that Jefferson County did not take this issue seriously and went so far as to mock our residents’ legitimate concerns. Our residents have had enough. Jefferson County knows there is a problem and they could solve it immediately by eliminating touch-and-go operations by piston-engine aircraft. If Jefferson County won’t abate this nuisance voluntarily, we’ll have the Courts require it.”</p>
<p class="p5">Boulder County Commissioner Ashley Stolzmann commented: “We have not made this decision lightly, but after a lack of action from RMMA and its owner Jefferson County, we are moving forward with a lawsuit. We have spent countless hours trying to work through solutions with Jefferson County and the airport, but we aren’t seeing progress and our residents are still suffering from the negative impact of aviation fuel and piston-engine aircraft. We are hopeful that today’s action brings about much-needed change that improves the quality of life for our community.”</p>
<p class="p5">As the Town and Boulder County have explained to Jefferson County in the past, Jefferson County has the ability to be a good neighbor and reduce the unreasonable injury it is causing. Rather than work with the Town and Boulder County to address this important issue, Jefferson County has continued to grow operations at the Airport. The Town and Boulder County have exhausted all the informal options available and are thus forced to seek formal intervention from the courts. The Town and Boulder County remain willing to work with Jefferson County to collaboratively resolve this issue and are optimistic that protracted litigation can be avoided.</p>
