BOULDER, Colo. – The City of Boulder is seeking community feedback as the City Council considers whether to adjust the city’s tip offset. Input is being collected through an online questionnaire now through June 2, 2026.

In 2025, the Colorado General Assembly passed House Bill 25-1208, granting local governments with minimum wages higher than the state’s the authority to modify the tip offset. City Council is exploring whether to increase the tip offset and, if so, by how much. Community input will help Council better understand the needs and perspectives of workers in the food and beverage service industry, businesses that employ them, and the broader community.

The tip offset is the amount an employer may subtract from a tipped worker’s hourly wage because that worker also earns tips. In Boulder, the tip offset applies only to food and beverage establishments. By law, tipped workers must still earn at least the full local minimum wage; if tips do not bring earnings up to that level, employers must make up the difference.

Boulder’s minimum wage will increase by 8% in 2027 under City Council action adopted in 2024 and will adjust each year beginning in 2028 based on the prior year’s Consumer Price Index for the Denver-Aurora-Lakewood region. The tip offset is currently set at $3.02, the statewide amount, and will not change over time unless the Council adopts a new tip offset. With the new state authority in place, the City Council has identified exploring a potential adjustment to the tip offset as a priority for the 2026 term.

The city is seeking feedback on a range of options for modifying the tip offset, from no change (keeping the tip offset at $3.02) to a moderate increase, to a more significant increase. Council is not considering an increase to the tip offset that would lower the base wage for tipped workers in 2027.

El Gobierno de la Municipalidad de Boulder quiere opiniones para saber si debe ajustar la compensación por propinas

BOULDER, Colorado. – El Gobierno de la Municipalidad de Boulder quiere conocer las opiniones de la comunidad porque el Concejo Municipal está considerando si debe o no ajustar la compensación por propinas. Las respuestas se están recopilando mediante un formulario en línea hasta el 2 de junio de 2026.

En el 2025, la Asamblea general de Colorado aprobó el Proyecto de Ley 25-1208, que otorga a los gobiernos locales con un salario mínimo superior al estatal la autoridad para ajustar la compensación por propinas. El Concejo Municipal está considerando si debe o no aumentar esa cantidad y, de hacerlo, por cuánto. Las opiniones de miembros de la comunidad ayudarían al Concejo a comprender las necesidades y perspectivas de los y las trabajadores que trabajan en la industria de alimentos y bebidas, de los dueños de negocios y de la comunidad en general.

La compensación por propinas es la cantidad de dinero que un empleador puede sustraer del salario por hora de los trabajadores porque éstos ganan propinas. En Boulder, la compensación por propinas aplica solo a los establecimientos de alimentos y bebidas. Por ley, estos trabajadores deben de todas formas ganar el salario mínimo local y si las propinas no son suficientes para alcanzar esa cantidad, el empleador debe pagar la diferencia.

El salario mínimo dentro de los límites de la ciudad de Boulder aumentará 8% en el 2027 debido a la modificación implementada por el Concejo Municipal en el 2024 y será ajustado cada año a partir del 2028 según el índice de precios al consumidor para la región de Denver-Aurora y Lakewood. Actualmente, la compensación por propinas de $3.02, que es igual a la cantidad que se usa en todo el Estado, no cambiará a menos que el Concejo así lo decida. Con la nueva autoridad otorgada por el Estado, el Concejo Municipal está analizando la posibilidad del ajuste en la compensación por propinas como una prioridad para el 2026.

El Gobierno Municipal le invita a que comparta su opinión sobre las posibles opciones para la modificación (ya sea que se mantenga en $3.02) a un aumento considerable o un monto aún más alto. El Concejo no está considerando el aumento de la compensación por propinas para que disminuya el salario base de estos trabajadores en 2027.
